ICZM Project to facilitate Shoreline Management Plan of Orissa
Bhubaneswar: 19th February, 2011 Integrated Coastal Zone Management Project (ICZMP) of Odisha will facilitate the shoreline management plan (SMP) of the state which will help protecting the natural resources of the coast, said Dr. Aurobindo Behera, Principal Secretary of Forest and Environment while inaugurating an ICZMP workshop in Bhubaneswar on Friday. He also said that the SMP would be a useful tool for planning the future coastal activities relating to protection against coastal erosion, biodiversity conservation and various infrastructural developments along the coast. The ICZM Project will also provide inputs for the proposed Hazard Line Mapping process initiated by the Environment Department of the Government of India.
The ICZM Project which is implemented in the state as a pilot project with support from the World Bank has organised a state-level NGO Consultation workshop in collaboration with FOCUS ORISSA, to disseminate information. The issues discussed on the forum are livelihood problems of coastal communities, stakeholder inclusion for effective implementation of the project, role of the NGOs in implementing the project effectively and how participatory monitoring of the progress of the project can be done. State level NGO consultation workshop organised by ICZMP-Odisha The Project Director of the State ICZM Project, Dr. Ajit Kumar Pattnaik, discussed in detail about the project objective and the roles and responsibilities of community and public organizations. He assured that all the inputs shared by the participants, community members and other organizations will be considered for adoption while
implementing the project at the grass roots level. Dr. Pattnaik has also informed that a participatory monitoring and evaluation model is adopted for sustainability of the project. The sessions of the Workshop are being conducted with participation of nearly 150 participants from 97 different NGOs, community organisations, PRI representatives, institutions across the coastal areas and the state. The workshop was jointly organised by Focus Orissa. The technical sessions are facilitated by Mr. Harish Kumar Bisht, the Additional Project Director of ICZMP, Odisha and Mr. Sudarshan Chhotray of Focus Orissa.
The Integrated Coastal Zone Management Project (ICZMP)- Orissa, a State Project Management Unit (SPMU), has been set up to implement the ICZM project on a pilot basis in 160km habitat area adjoining two different coastal segments: Gopalpur to Chilika and Paradeep to Dhamra. The project aims at coordinating activities of various stakeholders in an integrated approach for the sustainable usage of the coastal natural resources maintaining the natural environment. Of Orissa addressing the delegates in the workshop The ICZM project approach involves a shift from regulation to management of natural resources; decentralized management and decision making; planning processes that involve relevant stakeholders and institutional development for inter-sectoral collaboration.
The ICZM project will build knowledge and capacity for Integrated Coastal Zone Management at the national and state levels. This project has different collaborating partners in Orissa. The Department of Forest and Environment is the nodal department in the state to co-ordinate the environment related activities in the state.
The Departmental PEAs who would implement pilot activities of the ICZM project in the state are the Principal CCF(Wildlife) & Chief Wildlife Warden, Orissa, Fisheries and Animal Resources Development Department, Department of Tourism, Department of Water Resources, Orissa State Disaster Management Authority, Urban Department, Orissa State Pollution Control Board, Department of Culture, department of Industries and Chilika Development Authority.
